ABOUT  ICGLR

The ICGRL Mission is to be an effective and dynamic institution which:

  • Coordinates

  • Facilitates

  • Monitors and

Ensures the implementation of the Pact and other initiatives, in order to attain peace, security, stability and development in the Great Lakes Region. The Pact includes 10 Protocols and 4 programs of action with 33 priority projects among them, the legally binding Protocols against the Illegal Exploitation of Natural Resources that we follow.

Under the ICGLR Mineral Tracking and Certification Mechanism, a "conflict free" mineral is one that does not receive support from public or private security forces and other armed groups that:

a) "Provide illegal control of mine sites or otherwise control of transport routes, mineral flow points and upstream actors in the supply chain";

b) "Provide illegal control of mine sites or otherwise control of transportation routes, mineral flow points and upstream actors in the supply chain"; and or

c) “Illegally tax or extort intermediaries, exporting companies or international traders

 

 «The ICGLR Mineral Tracking and Certification Mechanism also targets the following serious human rights violations:

  • “any form of torture or cruel, inhuman or degrading treatment”;

  • "any form of forced or compulsory labor meaning any work or service exacted from any person under the threat of any penalty and for which the said individual has not offered himself voluntarily";

  • “the worst forms of child labor”;

  • “other gross violations as well as human rights abuses such as generalized sexual violence”;

  • "war crimes, or other flagrant violations of international humanitarian law, crimes against humanity or genocide.
